Welcome to Dallas & Bengal
~Future Home of Wind Turbine Country, If You Allow Weak Regulations~
Our County Government,
· only provided a setback
· didn’t regulate noise to acceptable levels or control amplitude modulation
· didn’t protect property values
· allowed shadow flicker, a self created issue by the developer
· didn’t control height for safety, aesthetics, or setback control
Is it too late?
· No, you can still protect your living standards
· Inform the County Planning Commission to protect you
· The county is only allowed to create regulations that promote safety & health of residents
Is this about stopping wind turbine developments?
· No, it’s about preventing turbines to close to residence or non-participating property lines. Overwhelming evidence supports wind turbines produce noise that causes health effects. Over the last few years, a international group has met to discuss wind turbine noise and the group states, wind turbines cause health problems.
· No, it’s about preventing wasted taxpayers funds on an inefficient wind turbine that will not supply our power requirement due to unstable wind patterns. Reports show that wind turbines produce less than 20% of their rated capacity and at most points, don’t supply any power to the grid.
· No, it’s about proper regulations that don’t cause property value destruction. Perform a web search and see all the people frustrated with wind turbine projects. Then think; would those people buy your home if next to a wind park or even the people from Bengal & Dallas Townships that don’t support wind turbines. They won’t buy a home near a wind industrial zone either, so there’s your case evidence.
The Fowler Wind Turbine Industrial Zone
The maps below show all the wind turbine locations within Bengal & Dallas Townships that were approved by the U.S. Federal Aviation Administration (FAA). The FAA was asked by the wind developers to determine if these potential turbine sites proposed any aeronautical risk. The FAA performs the risk assessment because the structure exceeds 200 feet. According to the FAA mapping system, these sites did not show any risks for aeronautics.
Currently, the wind developers asked the FAA to review 68 wind turbine locations. Twenty-eight (28) of these turbine case numbers are from the 2011 site review request and the remaining forty (40) are from the 2009 FAA site review request. All these 68 potential wind turbine locations have active FAA case numbers and the wind developer can easily update or request new site locations through the FAA.
The 2009 site request structures are 450 feet tall, but the 2011 site review request wind turbine structures are 473 feet tall. The taller the structure, the less protection the citizens of Clinton County have with our current wind turbine ordinance. We can’t say for sure if each of these landowners with a wind turbine shown on their property has a lease or were even approached by the developer. But, we do know that the wind developers want to start their project soon with Clinton County to capture all the tax breaks that exist and they want very favorable ordinances!
Please view the maps below and see if your house or property is affected. The Clinton County regulations are posted below for your easy viewing.

Who filed the Wind Turbine Cases to the FAA?
The 2009 wind turbine requests were filed by Monica Jensen from Ann Arbor, Michigan.
The 2011 wind turbine requests were filed by Patrick Engineering Inc. from Springfield, Illinois.
